| Several regional
workshops, country interventions and information sharing
exercises were conducted over the 2.5 year period. The
policy for the SP Project was
formulated by a Project Steering Committee (PSC) which held
several meetings over its duration. In addition to meetings
in Tortola, Curacao and Barbados, the group met in
Anguilla from July 26 - 27, 2006.
Specifically in Anguilla, The OCT Strategic Planning
Project assisted the Government of Anguilla (GOA) to design
and deliver interventions in the area of Programme
Budgeting with a view to realizing Government Strategic
objectives. It resulted in a review of the programmes
produced by ministries and identification of areas in which
the plans could be improved. It also provided training
in Monitoring and Evaluation methodologies and systems that
can be used to monitor progress and evaluate programme
performance.
The project has reportedly ended on a high note, with the
last 4 months being identified as the busiest for the entire
period. Several field activities were conducted
in individual territories,
including a Monitoring and Evaluation Workshop in
Anguilla. In addition, during the 2nd and 3rd weeks of
October, the final two regional workshops were held in St.
Maarten focusing on Change Management and Capacity Building.
CARICAD states that a lasting legacy of the Project is a
25-page Strategic Planning Reference Guide, researched and
scripted by Franklyn Michael with editorial assistance from
Norma-Shorey Bryan. Produced in January 2006, the guide had
to undergo an immediate second printing after launch, to
meet the high demand. |
